Scientific and Technical Council

The research conducted by RS is coordinated by the Scientific and Technical Council (STC), which includes about 300 highly-qualified specialists of the Register, leading scientists, representatives of scientific and design organizations, maritime educational institutions, shipping companies, shipyards, industrial firms, maritime administrations, Ministry of Transport, other ministries and departments. 

STC tasks:

  • Contributing to the improvement and development of the RS regulatory framework

  • Evaluating the scientific and technical policy conducted by RS

  • Developing recommendations for diversification of activities and improvement the RS services quality

  • Improving the scientific and technical level of the RS proposals and initiatives in carrying out of international activities

  • Using the experience of scientists, designers, shipbuilders and shipowners in regulatory and technical supervision activities 

The meetings of the STC Presidium are scientific forums where representatives of more than 30 scientific, educational and design organizations, shipping companies, shipyards meet to sum up the results and to specify plans for developing and implementing the high standards of navigation safety. 

The STC Presidium includes the most competent experts in the maritime industry. 

The STC Presidium carries out:

  • Analysis of proposals for main areas of RS R&D policy

  • Review and expert appraisal of RS new services and RS dedicated software

  • Review and appraisal of plan of R&D carried out under RS order and results of R&D implementation

  • Review and analysis of RS proposals and initiatives for RS international activities in IMO, IACS and other organizations

  • Review of results of activities of STC specialized sections, preparation of proposals to change composition of sections, general management of STC sections activities
