During its anniversary session, the FAL Committee covered a wide range of issues related to implementing standards and recommended practices set out in the 1965 Convention on Facilitation of International Maritime Traffic (FAL Convention), as well as related matters concerning the reduction of administrative burdens in the maritime industry.
Following the session, a number of amendments to the FAL Convention were adopted, with clarifications regarding the procedure for processing passenger information. The amendments will enter into force on January 1, 2028.
Furthermore, a new requirement was introduced for states to ensure cybersecurity measures for "single window" systems. These amendments are expected to be adopted at the Committee's next session in 2027.
A significant outcome of the Committee's work was the approval of the draft comprehensive strategy for maritime digitalization. This guiding document is intended to establish objectives and define the direction of IMO's work to holistically integrate digital technologies and processes into the development of new international legal regulations for shipping.
The relevance of IMO's strategic document on maritime digitalization is underscored by the Committee's decision to include a new work item in its program: the development of an IMO Code on Maritime Cybersecurity, scheduled for 2026-2028. In its first stage, the Code will function as a recommendatory instrument aimed at assisting states in establishing or improving national measures for mitigating cyber risks.
The topic of Maritime Autonomous Surface Ships (MASS) also received due attention. The Committee updated its work plan in anticipation of the expected adoption of the recommendatory MASS Code by the Maritime Safety Committee, scheduled for May of this year. Thus, the FAL Committee will be tasked with analyzing the Code’s provisions and assessing the need to develop relevant amendments to the FAL Convention.
