MLC Amendments to enter into force in December 2024

Following their adoption at the 110th Session of the International Labour Conference on June 6, 2022, amendments to the Maritime Labour Convention (MLC, 2006) are scheduled to take effect on December 23, 2024.

The amendments aim to:

  • inform seafarers, prior to or in the process of engagement, of their rights under the financial protection system which will be established to provide compensation for monetary losses accrued in case the recruitment service or shipowner fail to meet their obligations towards seafarers;
  • assist Member States in:
    • promptly repatriating abandoned seafarers and ensuring their rights under the MLC, 2006;
    • arranging for the repatriation of the bodies of deceased seafarers. All deaths are to be recorded and reported annually to the ILO with relevant data published.
  • provide seafarers with:
    • sufficient quantities of balanced meals and drinking water free of charge;
    • immediate access to medical facilities on shore, in particular in the case of serious injury or illness that cannot be managed on board;
    • appropriately-sized personal protective equipment;
    • social facilities on board, in ports and associated anchorages, in particular Internet access at a reasonable cost;
    • financial guarantees under Rules 2.5 and 4.2 on behalf of the shipowner under the MLC, 2006 or the registered owner of the ship, if different from the shipowner under the MLC, 2006.
