Outcome of the 116th session of the Working Party on the Transport of Dangerous Goods of the Inland Transport Committee of the UNECE

Russian Maritime Register of Shipping (RS) took part in the 116th session of the Working Party on the Transport of Dangerous Goods (WP.15/116) of the Inland Transport Committee of the UNECE. A member of the Russian delegation, Deputy Head of the RS Containers Department Stanislav Rits attended the event held in the Palais des Nations, Geneva, Switzerland.

The Committee functions as an intergovernmental body for inland transport, playing a key role in the development of conventions and agreements governing water, road and rail transportation.

The Committee's Working Parties are entrusted with updating the UNECE normative framework, developing technical rules and regulations for the international carriage of goods and passengers, as well as optimizing transport conditions.

The session covered a wide range of issues, including:

  • the harmonization of the Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) and its interpretations with the European Agreement concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) and Appendix C to the Convention concerning International Carriage by Rail (COTIF), including a discussion of potential amendments;
  • proposals for amendments to Annexes A and B of ADR concerning the construction and approval of vehicles, as well as miscellaneous proposals.

Russia's vast network of inland transport routes necessitates the formation of equitable transportation rules, inter alia requirements for vehicles, cargoes and packaging.

The Russian delegation participation in the Working Party developing the requirements’ primary sources promotes decision-making favorable to the Russian Federation and expansion of national practices for consolidating engineering and technological priority areas.

Founded in 1913, Russian Maritime Register of Shipping (RS) is a world-renowned classification society that operates within all spheres of the maritime industry with the goal of improving the operational and environmental safety of marine transportation. RS reviews technical documentation, surveys ships and offshore facilities under construction and in service, certifies vessels and companies for compliance with international conventions, recognizes and certifies industrial products and manufacturers, certifies quality management systems for compliance with international and national standards.

Today, RS is actively implementing the concept "More than class" by expanding its scope of services in the field of engineering and consulting, the development of technical documentation for vessels in service, marine warranty surveys and certification. In addition, RS surveys all container types, including tank containers and offshore containers, confirms compliance of packaging for dangerous goods, as well as renders services on the declaration and certification of dangerous goods and bulk cargoes.
