Representatives of Russian Maritime Register of Shipping (RS) took part in the 11th session of the IMO Sub-Committee on Implementation of IMO Instruments (III 11) as members of the Russian delegation.

The Sub-Committee advanced efforts to harmonize Port State Control (PSC) activities, finalizing an updated version of the IMO Procedures for PSC. The amendments, among others, address the International Safety Management Code (ISM Code) audits, maritime security issues and reporting procedures in case of non-availability of compliant fuel oil in ports.

Improvement continued of the IMO Survey Guidelines under the Harmonized System of Survey and Certification (HSSC) and the Non-exhaustive list of obligations under instruments relevant to the IMO Instruments Implementation Code. The revised HSSC Guidelines and Non-exhaustive list included amendments to IMO instruments adopted since the documents' last revision in 2023.

The revised 2025 Procedures for PSC, HSSC Guidelines and Non-exhaustive list will be submitted for adoption at the 34th session of the IMO Assembly.

The Sub-Committee also addressed the growing importance of recommendations development for remote surveys, ISM Code audits and ISPS Code verifications. The corresponding draft IMO Guidance has been completed.

Background:

The Sub-Committee is subsidiary to the Maritime Safety Committee (MSC) and the Marine Environment Protection Committee (MEPC). Its terms of reference include assessment of implementation of conventions, codes and other IMO instruments by States, covering their capacity as flag, port and coastal States. The Sub-Committee identifies the reasons for the difficulties in implementing provisions of relevant IMO instruments through, inter alia, the investigation of marine casualties and incidents, and ships’ inspections (PSC) data. It also develops recommendations aimed at uniform implementing requirements of IMO instruments, in particular, certification of ships and PSC inspections.

Founded in 1913, Russian Maritime Register of Shipping (RS) is a world-renowned classification society that operates within all spheres of the maritime industry with the goal of improving the operational and environmental safety of marine transportation. RS reviews technical documentation, surveys ships and offshore facilities under construction and in service, certifies vessels and companies for compliance with international conventions, recognizes and certifies industrial products and manufacturers, certifies quality management systems for compliance with international and national standards.

Today, RS is actively implementing the concept "More than class" by expanding its scope of services in the field of engineering and consulting, the development of technical documentation for vessels in service, marine warranty surveys and certification. In addition, RS surveys all container types, including tank containers and offshore containers, confirms compliance of packaging for dangerous goods, as well as renders services on the declaration and certification of dangerous goods and bulk cargoes.
