RS and Kuwait Maritime Administration Ink Delegation of Authority Agreement

On 28 May 2025, at the Kuwait Coast Guard Headquarters, a signing ceremony was held of the delegation of authority agreement between Russian Maritime Register of Shipping (RS) and Kuwait Maritime Administration, represented by Kuwait Coast Guard.

For Kuwait the agreement was signed by Director General of Kuwait Coast Guard Commodore Al-Sheikh Mubarak Ali Al Sabah, a member of the Kuwaiti royal family. RS was represented by Director General Sergey Kulikov, Deputy Director General Andrey Fasolko and Head of International Affairs Department Oleg Chernov.

During the ceremony, parties exchanged welcoming remarks and affirmed their commitment to continued fruitful and mutually beneficial cooperation.

The agreement signed includes authorizations under a range of international instruments, and creates a legal framework for RS to provide training to Kuwait Maritime Administration’s representatives. Kuwait is the 51st Maritime Administration to delegate authority to RS for conducting statutory surveys and issuing certificates on its behalf.

Kuwait is a key partner for Russia in the Persian Gulf in trade, investment, energy and military-technical cooperation. Bilateral relations between the Russian Federation and Kuwait are built on mutual respect, pragmatism as well as shared positions on international agenda issues.

RS actively pursues new delegation of authority agreements with maritime administrations.

RS reviews technical documentation, surveys ships and offshore facilities under construction and in service, certifies vessels and companies for compliance with international conventions, recognizes and certifies industrial products and manufacturers, certifies quality management systems for compliance with international and national standards.

Today, RS is actively implementing the concept "More than class" by expanding its scope of services in the field of engineering and consulting, the development of technical documentation for vessels in service, marine warranty surveys and certification. In addition, RS surveys all container types, including tank containers and offshore containers, confirms compliance of packaging for dangerous goods, as well as renders services on the declaration and certification of dangerous goods and bulk cargoes.
