RS at the 47th Session of the ADN Safety Committee: Harmonizing Regulations and Refining Provisions

Russian Maritime Register of Shipping (RS), represented by Senior Principal Surveyor of the International Affairs Department, Sergey Legusha, took part in the 47th session of the Joint Meeting of Experts on the Regulations annexed to the European Agreement Concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN) – the ADN Safety Committee.

Pursuant to the discussions, the following amendments were formally adopted:

  • amendments previously adopted in 2024–2025 by the Joint Meeting of RID/ADR/ADN (the core conventions establishing rules for the international carriage of dangerous goods by rail, road and inland waterways) and by the Working Party on the Transport of Dangerous Goods (WP.15);
  • amendments targeted at harmonizing a number of ADN provisions with the International Maritime Dangerous Goods Code in order to ensure the safe multimodal use of containers and cargo transport units.

Based on a detailed analysis carried out by classification societies, the Committee also adopted a number of amendments and corrections to the ADN. The changes are intended to remove obsolete provisions and eliminate identified inaccuracies and discrepancies in all versions of the document (Russian, English, French and German).

All adopted amendments are aimed to promote the development, enhancement and more effective implementation of the ADN, as well as to align it with other international instruments. This ongoing process is essential for establishing a modern legal framework, both for the Russian Federation as a Party to the Agreement and for the effective work of RS.

The new edition of the ADN containing the amended provisions will enter into force on 1 January 2027. The next, 48th session of the Committee is scheduled for 24–28 August 2026.
