A reliability and operation risk study of domestic river passenger cruisers

Abstract
A study of operation risks for river passenger cruisers (RPC) is made. RPC accidents between 1983 and 2011 are reviewed and their basic reasons and risks are identified. A steady accident rate growth is noted for ships older than 20 years with a peak of accidents falling on ships aged 25 - 35 years. Technical recommendations for passenger ship design are given from the point of view of navigation and environmental safety. A conclusion is made that RPC reliability and safety may be ensured in case of systemic approach comprising stages of classification, rules development, design, construction, operation, survey, repair and modernization of ships.
