Appraisal of design documentation

Construction of offshore oil and gas facilities, in particular, fixed offshore platforms (FOP) shall be carried out in accordance with the technical documentation approved (agreed) by the Register.

Appraisal of design documentation is carried out in order to verify the compliance of the technical supervision items with the RS requirements, applicable international conventions and the requirements of the maritime administrations.

As part of the appraisal of design documentation, the Register makes a thorough assessment of all principal drawings, including, but not limited to:

  • hull design of substructures;

  • hull design of superstructures;

  • stability and subdivision;

  • fire-fighting equipment and systems;

  • equipment, arrangements and outfit;

  • environmental protection and mechanical equipment;

  • helicopter pads;

  • steam boilers,

  • heat exchangers and pressure vessels;

  • ship power stations, high-voltage installations;

  • low current equipment;

  • cables and wires;

  • explosion-proof electrical equipment;

  • electrical equipment of boiler plants and auxiliary machinery;

  • central control and alarm warning systems;

  • computers, programmable controllers;

  • local automated devices;

  • process equipment.

Appraisal of under-construction technical design documentation

Before the construction of a fixed offshore platform (FOP), technical documentation shall be submitted to the Register to ensure that the RS requirements for the facility are met.

As part of the appraisal, it is possible both to review the full package of documents, and to review the documentation by individual parts (hull, machinery, systems, electrical equipment, process equipment, etc.).

Within the framework of this service, the Register also conducts an appraisal of the design documentation of a project that was previously approved by RS and revised as of the new date of the construction contract.

According to the appraisal results, the Register provides the Customer with a Conclusion Letter containing:

  • list of design-specific activities aimed at obtaining the Register’s approval;

  • information on Register’s new requirements planned for implementation at the subsequent stages of documentation review;

  • list of restrictions and conditions for use of the proposed new process solutions based on their engineering assessment and on the research effort.

A scope of the analysis made by the Register, as well as the content of the Conclusion Letter depend on a specific item of supervision and are determined jointly with the Customer of the service. 

Appraisal of working documentation

After the approval of the technical design documentation, an appraisal of the working documentation is carried out for FOP under construction.

As part of the appraisal, it is possible both to review the full package of documents, and to review the documentation by individual parts (hull, machinery, systems, electrical equipment, etc.).

Within the framework of this service, the Register carries out the appraisal of the detailed documentation for compliance with the technical design previously approved by RS and with the applicable provisions of the requirements of the RS Rules and Guidelines.

According to the review results of the detailed documentation, a Conclusion Letter is sent to the Customer. 

Appraisal of conceptually new engineering solutions

If fundamentally new engineering solutions are used, as well as for the purpose of feasibility studies, tenders, etc., the Register may conduct an appraisal of terms of reference, technical proposal, tender documentation, conceptual design and other documentation that is characterized by a high degree of novelty.

According to the appraisal results, a Conclusion Letter is sent to the Customer.
