In accordance with the requirements of IMO resolution MSC.380 (94), starting from July 1, 2016, the shipper of packed containers subject to carriage by sea on international voyages shall provide documentary evidence of the "verified gross mass of a packed container".

Gross mass of each packed container shall be verified by one of two methods:

method 1 — determination of gross mass of a packed and sealed container, i.e. actual determination of the container weight together with the cargo without mathematical calculations according to the RS approved method;
method 2 — determination of gross mass of a packed and sealed container by mathematical calculations, for example, by summing the mass of the cargo itself or individual cargo pieces, the mass of the container itself, the mass of packages and means of securing (separating) by calculation as per the RS approved method.

RS is an authorized organization that carries out recognition of firms in accordance with the requirements of IMO resolution MSC.380 (94) and Collection of the Rules for Containers.

Recognition of organizations or firms includes the RS confirmation of the company’s competence to carry out verification of the verified gross mass of containers according to the method(s) specified above.

Request → Documents → Demonstration → Recognition certificate (VGM RC)

Documents to be attached to the request

The request shall be accompanied with documents to the extent specified in Chapter 2.5 of the Rules for Technical Supervision of Containers in Service of the Collection of the Rules for Containers.

Based on results of firm’s documents review

a conclusion letter with review results
practical demonstration of declared work performance and verification of reporting documents

Upon satisfactory results of firm’s audit

RS draws up and issues a Recognition Certificate (VGM RC).
The validity period of VGM RC does not exceed 3 year without endorsement.
