The purpose of the RS technical supervision of oil and gas equipment is to confirm the compliance of the given equipment with the requirements of the Rules for oil and gas equipment of floating oil and gas production complexes, mobile offshore drilling units and fixed offshore platforms (OGE Rules), which includes the following stages:
review and approval of technical documentation and a conclusion regarding the possibility of establishing additional verbal characteristics in the FPU/MODU/FOP class notation that confirming the compliance of their oil and gas equipment with the requirements of the OGE Rules;
survey of items of technical supervision at manufacture, construction, operation stages, including conversion, modernization and repair.
Technical supervision of oil and gas equipment of floating oil-and-gas production units (FPU), mobile offshore drilling units (MODU) and fixed offshore platforms (FOP) is conducted on a voluntary basis and does not exempt organizations (firms) from the obligation to meet the requirements of national supervision authorities.
According to the technical supervision results for oil and gas equipment, the Register issues Conclusions and/or Certificates of compliance of equipment with the requirements of the RS Rules.
Technical supervision during manufacture of materials and products only applies to the properties parameters and characteristics, which are regulated by the OGE Rules and indicated in the approved technical documentation. The OGE rules do not apply to the construction technology of offshore wells and to the technological features of the well operation.
When conducting the technical supervision during manufacture of materials and products of oil and gas equipment for FPU/MODU/FOP, RS carries out:
review and approval (agreement) of technical documentation;
technical supervision of materials and products of oil and gas equipment during manufacture;
issuance of certificates (RS certificates) according to the Technical Supervision Items Nomenclature (see Table 7.1, OGE Rules)
Documents issued based on the certification results:
Certificate of Product Compliance (С, СЗ) - a document that certifies the compliance of specific materials, products or groups of products with the requirements of the RS Rules and regulatory and technical documentation.
Type Approval Certificate (СТО) - a document that certifies the compliance of types of products or product groups with the requirements of the RS Rules.
The RS certificates are issued in electronic or paper format. The RS certificates with electronic digital signature are issued in electronic format only. According to the results of surveys, an email is sent to the customer that contains a direct link to the document. To ensure the transparency, to simplify the search for documents and to protect against forgery, a unique QR code is applied to the RS Certificates. Freely distributable software (freeware) can be used to read it.
When conducting technical supervision of welding, RS carries out:
Approval of welding processes
Approval of welding consumables
Certification of welders
Documents issued based on the survey results
Welder Approval Test Certificate (СДС) that certifies the welder’s ability to perform welding in accordance with the RS requirements
Welding Procedure Approval Test Certificate (СОТПС) for compliance with the requirements of the RS rules
Certificate of Approval for Welding Consumables (СОСМ) for compliance with the requirements of the RS rules
Confirmation of the technical competence of a testing laboratory in conducting tests in accordance with the RS requirements.
Documents issued based on the survey results
Confirmation of the manufacturer’s ability to produce materials and products for the FPU/MODU/FOP oil and gas equipment in accordance with the RS requirements.
