Russian Maritime Register of Shipping (RS) published part XXI “Cyber Resilience” of the Rules for the Classification and Construction of Sea-Going Ships developed on the basis of IACS Unified Requirements E26 (Rev.1 Nov 2023) and E27 (Rev.1 Sep 2023).

The requirements of Part XXI apply to the following vessels and offshore facilities contracted for construction as of July 1st, 2024:

- passenger ships (including passenger high-speed craft) engaged in international voyages;

- cargo ships of 500 gross tonnage and upwards engaged in international voyages;

- high-speed cargo craft of 500 gross tonnage and upwards engaged in international voyages;

- mobile offshore drilling units of 500 gross tonnage and upwards;

- self-propelled mobile offshore units.

In addition, the Rules apply to shipboard operational technology systems (i.e., computer-based systems using data to control and/or monitor physical processes) that can be vulnerable to cyber incidents and, if compromised, could lead to dangerous situations for human safety, safety of the ship and/or pose a threat to the environment.

RS reviews technical documentation, surveys ships under construction and in service, issues documents and certificates for vessels, offshore facilities, ship machinery, equipment and devices; conducts measurements of ships and floating facilities; carries out surveys to ensure compliance with international conventions; recognizes and certifies industrial products and manufacturers, certifies quality management systems for compliance with international and national standards. RS surveys all container types, including tank containers and offshore containers, confirms compliance of packaging for dangerous goods, as well as renders services on the declaration and certification of dangerous goods and bulk cargoes.
