The IMO Goal-Based Standards (GBS), mandatory under SOLAS Chapter II-1 Regulation 3-10, are a set of requirements that cover the entire lifecycle – design, construction and operation – of bulk carriers and oil tankers over 150 m in length, contracted for construction on or after July 1, 2016.
Under the GBS, classification and construction rules developed and published by classification societies for the design and construction of such ships must be verified by international audit teams under the auspices of IMO.
Completed in 2016, the first audit cycle confirmed GBS compliance of various classification societies, including those of Russian Maritime Register of Shipping (RS). In 2025, the next audit cycle was completed to ensure ongoing compliance. The results were then submitted to the 111th session of the IMO Maritime Safety Committee.
Upon review, the Committee confirmed that all audited classification society rules, including RS Rules, continue to comply with the requirements of the IMO GBS.
Successfully passing the verification audit involved extensive preparatory work by RS experts to identify and systematize amendments introduced to all rules and normative documents related to bulk carriers and oil tankers above 150 m in length, as well as compiling a set of documents for submission to the IMO audit team.
Compliance with the functional requirements of the IMO GBS is also one of the criteria for membership in the International Association of Classification Societies.
The decision of the Maritime Safety Committee enables RS to continue providing technical supervision services for the design, construction and operation of oil tankers and bulk carriers subject to SOLAS regulation II-1/3-10.
