IMO CCC 12: Key Outcomes
Representatives of Russian Maritime Register of Shipping (RS) joined the Russian delegation at the 12th session of the International Maritime Organization’s (IMO) Sub-Committee on Carriage of Cargoes and Containers (CCC 12), held at IMO Headquarters from 14 to 18 September.
Alternative fuels topped the agenda. The Sub-Committee finalized amendments to the Interim guidelines for the safety of ships using methyl/ethyl alcohol as fuel, with approval expected in June 2027. Work also continued on a new set of guidelines covering other alternative fuels and technologies, including low-flashpoint oil fuels and fuel cell power installations.
To support efforts on reducing greenhouse gas emissions from international shipping, the Sub-Committee began developing a package of guidelines for the safe use of onboard carbon capture and storage (OCCS) systems. These guidelines will facilitate the market introduction of OCCS systems, helping ships comply with existing and future energy efficiency and carbon intensity requirements while retaining the option of using conventional oil fuels.
The session also advanced updates to the International Maritime Solid Bulk Cargoes (IMSBC) Code. New individual schedules specifying requirements for carrying certain solid bulk cargoes were approved for inclusion in amendment 09-27 to the Code, scheduled for adoption in 2027 and entry into force on January 1, 2029. Work also began on amendment 44-28 to the International Maritime Dangerous Goods (IMDG) Code, scheduled for adoption in 2028.
Other outcomes included the approval of the Revised guidelines for the preparation of the Cargo Securing Manual, incorporating recommended performance standards for software used in cargo securing calculations, and the draft Code of Practice for Packing of Cargo Transport Units (CTU Code), jointly developed by IMO, the International Labour Organization (ILO) and the United Nations Economic Commission for Europe (UNECE). Both documents are expected to be approved by IMO’s Maritime Safety Committee in December 2026 and subsequently published for use by stakeholders.
