Russian Maritime Register of Shipping (RS) took part in the 117th session of the Working Party on the Transport of Dangerous Goods (WP.15) of the Inland Transport Committee of the UNECE. The event took place between May 6 and 8, 2025 at the Palais des Nations, Geneva, Switzerland.
Attending the session were Dmitry Yarveper, Head of the Containers Department, and his deputy, Stanislav Rits. This marked the first time RS representatives were part of the national delegation from the Department of State Policy for Road and Urban Passenger Transport under the Ministry of Transport of the Russian Federation.
The session addressed key topics related to the Agreement on the International Carriage of Dangerous Goods by Road (ADR), including its current status, potential amendments and the interpretation of its provisions. The Russian Federation presented several proposals, such as clarifying terminology in national legislation, sharing best practices on regulating the temporary use of vehicles by unlisted carriers, as well as standardizing the marking of de-energizing devices in driver cabins.
Significant focus was given to the activities of the informal working group on standardizing ADR driver examinations. The group aims to establish uniform testing requirements for drivers transporting dangerous goods, which could ultimately lead to harmonized training standards. These measures may also serve as a model for future countries acceding to the ADR.
Active and consistent participation in UNECE sessions reinforces the Russian Federation’s role as a committed stakeholder in the international system for regulating the transportation of dangerous goods, laying the groundwork for deepening international cooperation in the transportation sector.
