Risks in the system of seafarers' education in higher education institutions

The objective of the article presented is to define the most significant risks along with their causes in the training of marine engineers (seafarers) in higher school. The authors have attempted to identify both risks resulting in the graduates' failure to comply with regulatory documents requirements, and the risks predetermining discrepancies in expectations and requirements between those of the trainees' and their employers. The matter under consideration is exclusively limited to internal risks of the state higher vocational school. The research does not include external risks or administrative and financial processes in the educational establishment operation. The significance of risks has been assessed from the viewpoint of their effect on the graduates' competency compliance with requirements set in the regulatory documents, as well as in accordance with the employers' and graduates' satisfaction with the training quality. The most significant risks have eventually been identified, their causes have been defined, and recommendations on reducing the risk level have been offered. The review of identified causes allowed for the identification for common causes for the most significant risks.
