Development of draft RS requirements for autonomous vessels

Abstract

 

The article presents the main results of research work on the creation of the draft requirements of Russian Maritime Register of Shipping (RS) for marine autonomous and remotely operated surface ships (MASS), their systems and movement providing infrastructure. The results of the analysis of normative documents of the International Maritime Organization and members of the International Association of Classification Societies have been considered. The principles and approaches to assessing the risk of MASS and formulating requirements for their systems based on the analysis of foreign and domestic experience in creating autonomous vessels have been explained. European and Chinese projects and programs, as well as a number of Russian development projects have been mentioned in this context. As a result, it have been proposed to consider the MASS as a system of systems that includes an autonomous vessel with the necessary systems for its operation, mobile and stationary remote control centers, and the marking of sea-lanes delimiting traffic. MASS certification is recommended based on the analysis of three types of information: project documentation, including risk assessment, results of preliminary tests in the modeling environment, and results of sea trials. Based on the results of this analysis, it has been proposed to assign new distinguishing marks to the designation of the MASS class, which characterize the ability to control the ship in the high seas and when moving in restricted conditions. The structure of the document developed in the research work, the RS draft requirements for MASS, with specification of sections and applications, have been laid out in the conclusion..
