Concentrated Inspection Campaign on Cargo Securing
Russian Maritime Register of Shipping (RS) is drawing shipowners’ and operators’ attention to the joint Concentrated Inspection Campaign (CIC) on cargo and transport securing, which runs until 30 November 2026.
Launched by the Paris and Tokyo MoUs on Port State Control, the campaign assesses compliance with the current requirements of the International Convention for the Safety of Life at Sea (SOLAS) for the loading, stowage and securing of cargo units and cargo transport units. Other participants include the Black Sea, Mediterranean, Indian Ocean, Caribbean, West and Central Africa, and Persian Gulf MoUs, as well as the Latin American Agreement.
Campaign checks are being carried out as part of routine Port State Control inspections. Each ship is subject to no more than one CIC inspection under each participating MoU during the campaign.
A dedicated questionnaire has been published to verify compliance with cargo securing requirements. Items marked with an asterisk identify deficiencies that may be considered grounds for detention. RS recommends reviewing these items in advance and ensuring that ships are ready for inspections.
